preclude us from engraving the Seal of POTUS on a set of mugs for

Rutherford B. Hayes was the first President to use a presidential seal (in 1880). Harry S. Truman had the Seal redesigned in 1945 by adding the circle of stars and re-orienting the eagle to face its right, thereby facing the olive branch. The justification for the change, it was explained, was that the United States favors peace, not war. Some erroneously believe that during times of war the eagle is reoriented to face the bundle of arrows in its left talon. Not true.
